Unijobs on behalf of the HSE have a requirement to augment the current resource pool with a suitably skilled Data Analyst. This role will be based onsite in Henry Street, Limerick (hybrid working up for discussion). This role will be for an initial period of 3 months with a high possibility of extension thereafter.

Working 35 hours per week the successful candidate will be employed as an agency employee and will be paid an hourly rate of €26.85 based on an annualised salary of €49,041 and will accrue 30 days' annual leave per year.

Role & Responsibilities

  • Review, analyse, and validate data to ensure consistency, integrity and accuracy;
  • Define database requirements and data validations;
  • Develop reports and measure data quality;
  • Ensure confidentiality is assured and maintained at all times;
  • Engage in performance review processes including personal development planning e.g. by setting own objectives and providing and receiving feedback;
  • Use existing database systems for the entry, validation and extraction of information.
  • Support and drive analytic efforts designed around the strategic priorities and clinical/business problems;
  • Produce quantitative and/or qualitative analyses and reports to support information needs;
  • Co-ordinate the production of information in order to supply reports for specific purposes within and outside the Covid Response Programme
  • Disseminate information and results using a variety of methods;
  • Develop data import routines including assisting in the cleansing and transforming data;
  • Test new software or upgrades to existing systems and ensure the proposed system is compatible with existing reporting structures;
  • Produce specification documents for new/upgraded reports;
  • Maintain version control and updating specifications for reports and modules;
  • Assist end-users in interpreting data for informed decision making;
  • Liaise with staff as appropriate and as assigned to determine data requirements and support the successful delivery of appropriate information;
  • Develop and maintain relationships with business, IT and clinical leaders and stakeholders across the organisation to facilitate collaboration and effective communication;
  • Deliver presentations to groups as required
  • Ensure accurate attention to detail and consistent adherence to procedures and current standards within area of responsibility
  • Maintain own knowledge of relevant regulations and legislation e.g. HSE Financial Regulations, Health & Safety legislation, Employment legislation, FOI Acts etc.
  • Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Qualifications and/ or experience

  • Experience of using data models and data mining techniques
  • Experience of working collaboratively with multiple internal and external stakeholders as part of a wider data function/team such as business analysts, project managers, data analysts, BI developers, business owners etc.
  • Extensive experience in designing, writing and deploying ETL solutions.
  • Extensive experience in the setup and use of databases including programming via SQL.
  • Proven experience in the preparation of data following specified formats, preferably using SQL Server Integration Services
  • Proven working experience as a data analyst or business data analyst, as relevant to this role
  • Power BI experience
  • Sharepoint experience
  • Experience manipulating raw data

Skills, competencies and/or knowledge

  • Experience of working in data analytics, BI, or equivalent roles, as relevant to this role.
  • Proficiency in programming languages used widely in data analytics e.g. Python, R, or similar;
  • Knowledge of database design and proficiency in
  • Knowledge of modern data analysis tools such as notebooks etc.
  • Solid understanding of ETL, data mining, and cleansing;
  • Knowledge and understanding of Business Intelligence such as tableau, Power BI, Qlik, Spotfire or similar tooling.
  • Strong knowledge of and experience of working with reporting packages, databases (SQL etc), programming
  • Good knowledge of General Data Protection Regulation as it applies to this role
  • Excellent MS Office skills to include, Word, Excel and PowerPoint
  • Knowledge and experience of using an email system effectively e.g. Outlook, Lotus Notes
  • Knowledge and/or experience in ETL from a variety of databases and platforms
  • Knowledge and/or experience of building a scalable data warehouse/database to store data
  • Track record of providing client access tools that enable real time dynamic access to a Business Intelligence environment
  • Technical experience in integration technologies (e.g HL7, API's, Use of stored procedures)
  • Knowledge of Integration and interoperability national and international standards.
  • Knowledge and/or experience of providing clients with tools to access the designed data warehouse/database
